Saws cuts and tool joints are used to create designs in the concrete and to control the cracking of the concrete.  Most recommend that joints and cuts be placed in 10x10 blocks to minimize surface cracking on the concrete.  Basically the saw cuts and tool joints are giving the concrete a place to crack that you won't notice, that is why they are called crack central joints or construction joints.  The more saw cuts and tool joints you have the less likely you would have random suface cracking, but there is always a possibility that you would get a crack for an unforseen reason that only mother nature would know why.
